Can you get a Texas dealer license without a lot?
Yes—but only in the limited sense that a Texas wholesale dealer does not need the five-vehicle display area required of a retail motor-vehicle dealer. A wholesale dealer still needs compliant licensed premises and may sell only to other licensed dealers. If you plan to sell used vehicles to the public, you generally need an Independent Motor Vehicle GDN and a display area large enough for at least five vehicles.
The wholesale exception is not a home-based retail loophole
TxDMV identifies wholesale dealers as exempt from the five-vehicle display-area requirement. That license does not authorize retail sales. Wholesale dealers may buy, sell, or exchange vehicles with licensed dealers, but may not sell vehicles to retail purchasers.
Retail dealers still need compliant premises
The current TxDMV premises checklist requires a retail display area at the licensed physical address, reserved exclusively for inventory and large enough for at least five vehicles of the licensed type. The dealership also needs a compliant office, permanent sign, posted business hours, secure records and plate storage, photographs, and applicable zoning or occupancy approval.
What “without a lot” should mean in your planning
If your business model is dealer-to-dealer only, investigate the wholesale GDN and price a compliant office location before applying. If you expect even occasional public sales, do not select wholesale merely to avoid display space. Choose the retail GDN and verify the proposed location with local zoning and the current TxDMV checklist before signing a long lease.
Other requirements do not disappear
The premises exception does not eliminate the application, $50,000 bond for covered dealers, fingerprints, business documentation, or other licensing requirements. TxDMV's current independent-GDN application guide lists $700 for each category. Requirements vary by GDN category.
